परामर्श नीति (Consultancy Policy)
परामर्श नीति (Consultancy Policy) वह लिखित नियमावली होती है जिसके आधार पर कोई
संस्थान, महाविद्यालय, विश्वविद्यालय अथवा निजी विशेषज्ञ अपनी सेवाएँ प्रदान करता है।
परामर्श सेवाएँ सरकारी विभागों, किसानों, उद्यमियों, स्वयं सहायता समूहों तथा अन्य
संस्थाओं को प्रदान की जा सकती हैं।
Consultancy का अर्थ किसी विषय के विशेषज्ञ द्वारा अपने ज्ञान, अनुभव, कौशल,
तकनीकी क्षमता एवं अनुसंधान के आधार पर सलाह, प्रशिक्षण, परीक्षण एवं तकनीकी सहायता
प्रदान करना है।
परामर्श नीति के उद्देश्य (Objectives of Consultancy Policy)
- किसानों, FPO, उद्यमियों तथा सरकारी विभागों को तकनीकी मार्गदर्शन देना।
- संस्थान की विशेषज्ञता का समाज हित में उपयोग करना।
- प्रशिक्षण एवं क्षमता निर्माण को बढ़ावा देना।
परामर्श के प्रकार (Types of Consultancy)
1. Advisory Consultancy (सलाहकार परामर्श)
केवल विशेषज्ञ सलाह / मार्गदर्शन दिया जाता है।
Example ► फसल चयन, फसल चक्र, उर्वरक सलाह।
2. Technical Consultancy (तकनीकी परामर्श)
किसी तकनीकी समस्या का समाधान प्रदान करना।
परीक्षण, डिज़ाइन, विश्लेषण आदि शामिल होते हैं।
Example ► मृदा परीक्षण, ड्रिप इरिगेशन डिज़ाइन, मशीनरी चयन।
3. Project Consultancy (परियोजना परामर्श)
किसी प्रोजेक्ट की योजना तैयार करना।
लागत अनुमान, योजना निर्माण एवं क्रियान्वयन मार्गदर्शन।
Example ► डेयरी, मशरूम, वर्मीकम्पोस्ट परियोजना।
4. Training & Capacity Building Consultancy
प्रशिक्षण कार्यक्रम, कार्यशाला एवं सेमिनार आयोजित करना।
किसानों, उद्यमियों एवं छात्रों के कौशल विकास हेतु।
Example ► कौशल विकास एवं क्षमता निर्माण प्रशिक्षण।
5. Research & Evaluation Consultancy
सर्वेक्षण, डेटा विश्लेषण एवं प्रभाव मूल्यांकन।
Example ► योजना प्रभाव मूल्यांकन एवं डेटा विश्लेषण।
6. Retainer Consultancy (निरंतर / वार्षिक परामर्श)
नियमित सलाह, अपडेट एवं निगरानी आधारित सेवाएँ।
Example ► नियमित मासिक अथवा वार्षिक अनुबंध सेवा।
7. Individual Consultancy
व्यक्तिगत आधार पर सलाह देना।
Example ► व्यक्तिगत व्यवसाय मार्गदर्शन।
